Retire a custom verb

API key required. Soft-deletes the verb: it becomes deprecated and can never be reused or re-created, so old receipts stay interpretable and the name stays reserved. Checks that name the verb still resolve it (its policy still applies); new policies reject it with the offending verbs listed. Writes a VERB_DELETE receipt. Only live verbs can be retired (404 otherwise).
