API key required. Returns every policy object for the tenant: the tenant default (scope: tenant) first, then each configured per-environment override (scope: environment), then each configured per-principal override (scope: principal, with principalId), with policyId, version, and updatedAt. Environments without an override are not listed — checks naming them evaluate against the tenant default.
